No. In WA, replacing a toilet suite is classed as regulated plumbing work under the Plumbers Licensing and Plumbing Standards Regulations, so it has to be done by a licensed plumber. The 2024 law change only extended DIY rights to basic tasks like showerheads, taps, cistern washers, water filter cartridges and clearing a blocked toilet with a plunger, not full toilet replacement.
