Why is it called a “rough-in”?

A rough-in is the first stage of plumbing installation, when the water supply, drainage and other required pipework is positioned before walls, floors and cabinetry are finished. The pipes and connection points are left ready for fixtures such as sinks, toilets and tapware to be installed during the later fit-off stage.
